The employment of substitutes for classified personnel identified below will be governed by the following provisions:

Office Support Personnel

Elementary Schools: If the school is allotted less than two full-time office support positions, then a substitute may be employed on an as-needed basis for the duration of the full-time secretary's absence. A substitute may be employed for the part-time secretary after the regular employee has been absent for five (5) consecutive days. If the school is allotted two or more full-time equivalent positions, a substitute for a full-time or part-time secretary may be employed from the approved substitute list after the regular employee is absent for five (5) consecutive days.

Middle and Senior High Schools: If the school is allotted only two office support positions, then a substitute may be employed from the approved substitute list on an as-needed basis for the duration of either secretary's absence. If the school is allotted more than two positions, a substitute may be employed from the approved substitute list after the regular employee is absent for five (5) consecutive days.

Central Office: Generally, short term substitutes will not be approved; however, substitutes may be requested in writing of the Associate Superintendent responsible for personnel or designee on a defensible need basis.

General Teacher and Media Assistants:

A substitute is required for the duration of the absence in the event that the assistant's absence would result in a loss of direct educational services to the students under the assistant's charge. Substitutes shall be requested in writing of the Associate Superintendent responsible for personnel immediately in the event that one is required by the aforementioned criteria; in any event, a substitute may be requested after the regular employee is absent for five (5) consecutive days from a classroom.

Exceptional Children and School/Community Alternative Learning Environment (SCALE) Assistants:

A substitute is required for the duration of the assistant's absence if the assistant performs any duties that, by the assistant's absence, will not be provided and will result in a loss of direct educational or other services provided to any students under the assistant's charge. Substitutes shall be employed by the principal from the approved substitute list immediately in the event that one is required by the aforementioned criteria; in any event, a substitute may be employed from the approved substitute list after the regular employee is absent for five (5) consecutive days from a classroom.

Custodians:

A substitute may be employed from the approved substitute list on an as-needed basis for the duration of the regular employee's absence.

Child Nutrition Assistants:

A substitute may be employed from the approved substitute list on an as-needed basis for the duration of the regular employee's absence.

Cafeteria Monitors for Duty Free Lunch:

As a rule, substitutes are not authorized for monitors; however, requests will be considered in extraordinary situations where a long-term absence is involved. Schools must secure written authorization in advance from the Associate Superintendent responsible for personnel or designee.

Exceptions:

No exceptions to the above procedures are provided without written authorization of the Associate Superintendent responsible for personnel or designee.

Allowable Leaves and Financial Arrangement for Substitutes:

If a classified employee is absent on sick leave, the school system will pay the cost of the substitute employed in accord with this procedure using local current expense funds, because the state does not provide such substitute funding.

As a general rule, substitutes are not provided when staff is on annual leave. Indeed, instructional staff may not take annual leave when students are present, if a substitute would be required under the above procedures. If a substitute is authorized under this procedure, the expense will be covered using local current expense funds, because the state does not provide such substitute funding.

When a classified employee is absent for staff development purposes, if a substitute is authorized under this procedure and obtained, the substitute will be paid in the following ways:

Absent to participate in professional association activities - substitute pay will be deducted from the employee, the professional association will reimburse the school system for the substitute or the substitute will be paid by the school/department's staff development funds (this must be agreed on by the principal and employee).

Absent to participate in an individual staff development activity - substitute pay will be deducted from the employee or the substitute will be paid by the school/department's staff development funds (this must be agreed on by the principal and employee) or by authorized grant funding.

Absent to participate in a required systemwide staff development activity - the substitute will be paid by local funds of the school system or by authorized grant funding.
