Green, Superintendent Andrew LaRowe, Chief Operations Officer | Date: | September 9, 2011 | RE: | Qualified School Construction Bond (QSCB) Penn-Griffin School for the Arts HVAC Project | Bids were received on July 12, 2011, for the mechanical (HVAC) repairs and upgrades to the Penn-Griffin School for the Arts project. Attached is a tabulation of the three (3) bids received. This is part of Section 1521(a) of Division B of the American Recovery and Reinvestment Act (ARRA) of 2009 allocated to Guilford County Schools for the specific use of construction (both new and additions), rehabilitation or repair of a public school. Bar Construction, Inc. submitted the lowest responsible, responsive bid of $1,575,000. However, this bid amount was over the Construction Contract Award Price (CCAP) of $953,817. At the recommendation of the engineer, and as allowed under the provisions of the N.C. Gen. Stat. § 143-129(b), the administration deems re-bidding this project to be in the best interest of the district. The engineer will revise the project scope to bring the costs within the available funds. RECOMMENDATION: The administration recommends rejecting all bids based on the budgetary constraints and re-advertising and re-bidding the mechanical (HVAC) upgrades to Penn-Griffin School for the Arts project in the first quarter of 2012.
