The 2008 School Construction Bond Program includes appropriation of funds for improvements to the football stadium and other athletic facilities including resurfacing of the running track at Dudley High School.
Bids were submitted on May 19, 2011. However, they could not be opened due to General Statute §143-132(a) which requires at least three bids for projects estimated to be over $500,000.
The project was re-advertised and bids were received on June 9, 2011. The lowest bid received was $3,817,000. However, this amount was over the Construction Contract Award Price (CCAP) of $3,025,048. At the recommendation of the Board of Education, staff was directed to rebid the project and also to include construction of a new field house within the base bid.
Bids were received on August 30, 2011, for the improvements to the football stadium and other athletic facilities including resurfacing of the running track. J. Wayne Poole, Inc. submitted the lowest responsible, responsive bid of $5,110,000 which includes the field house and no alternates. The construction budget for this project is $3,025,048. The MWBE participation for the contract is 15.13%. Of that amount, 0.81% is MBE and 14.33% is WBE participation. J. Wayne Poole, Inc. has included three MWBE subcontractors that do not currently have appropriate MWBE certification. Each of these firms is in the process of meeting requirements to obtain certification. Once these requirements have been met, the MWBE participation for the contract is projected to be 22.62%. Of that amount, 4.87% is MBE and 17.75% is WBE participation.
RECOMMENDATION: The administration recommends awarding a contract to
J. Wayne Poole, Inc. for the Dudley High School Athletic improvements in the amount of $5,110,000. The administration further recommends approval by the Board of Education to request approval from the Board of County Commissioners to transfer funds from the remaining balance of the Eastern Guilford High School replacement school project into the Dudley High School Athletic Improvements project in the amount of $2,501,492.
