Contract for HVAC Renovations at Brooks Global Elementary School

On February 08, 2011, a mandatory pre-proposal meeting was conducted for HVAC Renovations at Brooks Global Elementary School. Seventeen vendors attended this pre-proposal meeting.  On March 3, 2011, four of those vendors submitted proposals. Attached is a copy of the bid tabulation.

H. M. Kern Corporation submitted the lowest responsible, responsive bid of $1,398,000.  However, this bid amount was over the construction budget of $790,378.  At the recommendation of the engineer, and as allowed under the provisions of the N.C. Gen. Stat. § 143-129(b), the administration deems re-bidding this project to be in the best interest of the district.  Staff will work with the engineer to revise the construction documents to meet prioritized HVAC needs at Brooks Global Elementary School within the available budgeted funds. 

RECOMMENDATION:  The administration recommends rejecting all bids based on the lowest responsible, responsive bid exceeding the construction budget. The administration also recommends re-bidding the project pending design revisions.
